The Clean Energy Legislative Package is seen as a "faithful" implementation of the policy articulated on 10 July by Prime Minister Julia Gillard. But one legal expert said that the legislative package doesn't answer all questions, as many components to the policy must be translated into regulations and thus not covered by the package, and there is concern that parts of the assistance package to affected industries are left to budget allocations.
